Regional investors eye avenues in Duqm SEZSun, 15 July 2012
![]() By Conrad Prabhu — MUSCAT — A prominent investment consultant, who is credited with playing an instrumental role in the development of a number of big ticket petrochemical and industrial ventures in the Gulf region, currently has his sights on investment opportunities in the Duqm Special Economic Zone (SEZ). David Toony, who was in Duqm recently for talks with senior officials of the Duqm SEZ Authority, said he represents a number of high-profile investors and developers who are keen to be part of the industrial and petrochemical hub taking shape on the Wusta coast. The consultant, who describes himself as an ‘Implementation Planner’, is credited with helping prepared the groundwork on behalf of investors behind the development of a number of large-scale ventures in Saudi Arabia, United Arab Emirates and Bahrain. “We worked on the implementation planning for the Jizan refinery in Saudi Arabia, the feasibility and implementation plan for the hydrocracker in Bahrain, the establishment of petrochemical processing plants in the UAE and Saudi Arabia, and so on. We were involved either in a central and peripheral role, both from the developers’ side and from the construction/implementation side.” Explaining the role he currently plays as the interface between investors and the Duqm SEZ Authority, Toony said: “I represent a group of investors who look to me as a consultant or guide (for their investment). I worked earlier with the American company Bechtel, 3D Global Solutions, Mohamed al Mojil Group, Saudi Construction Co, and so on. These are companies that look to me for advice and consultation, so that I can put together a viable business plan for them to follow. “As an implementation planner, I do the implementation planning for major projects. I have experience in industrial development, in refining, in doing feasibility studies for petrochemical plants, and so. That background represents more than 40 years of experience in industrial, chemical and refining — experience that serves well to do an implementation plan for investors. They look to me to guide them.” |
